What can I do to open a resolution case on a buyer after the buyer returned item missing figures and they had replaced items with poorer items, I had tried to offer a partial refund before accepting refund, the buyer refused and I was forced into the return by the app, when the buyer returned item I was expecting to be able to send a further partial refund or hold back all the money but eBay made the only option available to refund the user, as the system had also blocked all my payments from other sales I pressed refund expecting to enter amount but only to find I had confirm the refund to buyer.. I have reported user

just seem to get losed in the system, no way to open a case as a seller?
