Buyer not paying following item refunded then turned up

I sent a pair of boots to the buyer - 48 hour tracked.  They didn’t turn up so I refunded the money.  Twenty six days later they were delivered!  I emailed eBay online chat and they said it was okay to ask the buyer for the money direct.  I did but she is not paying me.  What can I do?

Not very much I am afraid.

There is nothing you can do through Ebay.  They won't reverse the refund or let you send the buyer another invoice.

You can ask the buyer again to either return the boots or pay for them.

Nothing. eBay gives the seller no support when a buyer is refunded but then keeps the item as well when it arrives. Even with tracking proof of delivery.

eBay's willingness to turn a blind eye to dishonest or opportunist behaviour by buyers is shameful. Especially as eBay allows buyers to claim a refund if an item is even a day overdue for delivery. Neither Royal Mail nor any courier would accept an "undelivered" claim so soon.
