Buyer has not collected item in 4 months despite constant messaging from me. How do i refund so i can re sell

You cannot do anything through eBay now , as the maximum period to refund a buyer is 90 days.

You'll need to send the payment back as a cheque,  bank transfer or a PayPal Friends and Family Payment.
