Buyer had no collection code when collecting the item

Can someone help me please. The buyer came to pick up the item he had bought but had no QR code. He said his brother had bought it for him so he had the code. What do I do now as he hasn't sent the code to me and I cant see where to report him to ebay. Thank you.

Nothing much to report, it was up to you not to release item without code. Buyer could open a not received case and get a refund.
