I would send the buyer a message that for seller protection you'll need to cancel this order and relist it.
This refunds the buyer. The buyer can buy the item again, and importantly at eBay checkout Before paying on the left hand side , they must change the delivery address.
You can then cancel the order citing.. Problem With Buyer's Address.
This will fully refund your buyer, and your seller performance is not affected.
Then, relist the item.
eBay read all messages so make it very clear the reason for cancelling that it is to be relisted on eBay for the buyer to buy again, make it clear this is not being cancelled for an off eBay sale !
