Buyer cancelled order before paying

Hello please advise how approved cancellation of an order which wasn’t paid for. When am selecting approve, eBay is indicating I need to pay the buyer. I checked PayPal, the buyer definitely didn’t pay, just cancelled the order with apologies

Nothing to do with paypal, payments go to your ebay account.

If buyer does not pay after 4 days you cancel for non payment, BUYER CANNOT CANCEL, they can only request you cancel, but then it avoids them getting an unpaid strike and they can still leave feedback.
