Buyer can’t make an offer on item as it states they purchased from me in the last ten days.

Anybody got any ideas on why a potential buyer of an item can’t make an offer as apparently they have purchased from me in the last ten days. We have both been back and checked this out and the definitely haven’t.

Try putting their ID on your exemption list. That should remove any blocks:
