I brought a heated blanket for my elderly mother. In July for her birthday.
she started using g when the weather changed and it broke. But this was outside the 30 days for eBay to help.
the seller agreed a refund minus a couple of months. But now won’t reply, refund me.

There is nothing you can do on ebay after the 30 days.

PayPal won’t accept anything.
even though I have proof the seller agreed a refund.
the seller asked for my PayPal details to refund but now will not reply to any messages.
I’m concerned as this dangerous being any electrical item

Both eBay and PayPal limit "not as described" claims for faulty items to 30 days. For PayPal, 30 days from the date of payment, or for eBay 30 days from the date of delivery.
Beyond the 30 day time limit neither will have any interest.
Your payment provider (usually a credit or debit card) may be able to help. Otherwise you're down to your statutory consumer rights, assuming the seller is a UK business seller. Best to ask Citizen's Advice or a solicitor first.
