Because eBay can't see that it's fake, so require you to return it to the seller if you want a refund.
You can leave an appropriate feedback follow up comment to warn other potential buyers.

That is not how the Money Back Guarantee works.
If you want a refund, you have to open a return case through Ebay.
If the seller provides a label, you do have to send the item back to them - it's the same as if you made an unsatisfactory purchase at a shop.
You would expect to return the item in order to get your money back.

No, eBay don't want items sent to them so that they can 'authenticate' them and make a judgement call, they don't offer that service. eBay is simply a selling platform, sellers are responsible for their listings.
eBay have a money back guarantee to protect buyers, but the item must be returned.
The seller pays for the cost of the returns label, you won't lose out by returning it.

Returns for Not as described (fakes) for example prove costly for sellers, as they lose the cost of postage, and have to provide a return tracked label.
Ebay cannot identify fakes from photographs, their staff cannot be expert on the millions of items listed to know what a fake looks like, so if you want a refund you have to use the system and leave appropriate feedback.
