Blocked account

Ive been a customer with ebay 8 years,and because I couldn't  provide  a receipt for a item I sold ,they blocked  my account, I spoke  to customer  service, they couldn't tell me why but said my funds would  not be released  for 190 days then Cs hung up on me,

eBay do ask for receipts if some high value items were sold .  Was it for the phone?  You sold it twice.  Did you have 2 , that may raise cause to ask for receipts,  or did you have a non payer?

Those are the rules I'm afraid,  if no receipt can be provided for when asked,  eBay can hold your payout for it,  for longer.
