Bidder beat me by bidding when sale had ended ?

An item i bid on ended today at 17:15 BST and i assumed i had won
However when i checked it seems a bid was put in at 17:15 and 16 seconds BST 
How is that right or fair ?
Any ideas

The item started at 17:15:22   for 7 days so would end at 17:15:22, if your bid was placed at exactly 17:15 there were 22 seconds left for other bids to arrive and it's always the highest bid that wins not the latest
