Bidder Blocked from Bidding

I have about 5 items running on auction at the moment and one person wanted to bid on 2 of them but got this warning.  I don't understand what has happened or how to unlock these restrictions - I certainly haven't consciously put on any restrictions.  Any advice as to how to unlock this?

It may not be much help, but try adding this buyer to your exemption list, which is mentioned.

Any blocks in place can be over ruled for individual buyers.
