Being offered a refund

I recently bought a lovely bed cover, and specifically asked the seller whether there was any damage, stains etc .

I was assured there wasn`t. Sadly  there was, but I wanted to keep it. 

Before submitting my feedback I contacted the seller and explained and he / she offered a part refund. Great!

But said I needed to raise a `claim` is this possible?

I sent a screen shot of how to refund a buyer but he / she is saying they made a mistake on the system and can`t seem to do it? 

Can anyone help / advise?

Sellers don't have to agree to part refund.

They can insist you return item for full refund.

This is between you and seller.

If you open a claim eg defective you will have return item for full refund. 

You also mention you asked for the part refund before leaving feedback. I do hope you didn’t use feedback extortion, eg I will give you a negative if you don’t part refund me? That could land you in a spot of bother if you did, eBay frown on this sort of behaviour.

No! not in any way!!
I just said I was disappointed with the description and why it wasn't
accurate and gave photographic evidence.
I was OFFERED the refund - not in any way did I ask for it or make any
mention of leaving negative feedback. I was giving the seller an
opportunity to come back to me on the points I`d raised.
As a buyer / seller on ebay I just believe honesty is key, so that you can
sell / buy at a fair price.
