How long after the 1p was deposited and withdrawn was the new bank account verified and eBay balance was able to be withdrawn to said account?

I don't believe there is a ' set' time,   verification may depend on various factors,  resulting in different times for different accounts to be ready ' to go'.

You'll need to keep trying to withdraw and you'll see when the ' withdraw' window is no longer greyed out,  you're ready for that withdrawal.

You give no dates, or times, but I believe 5 days is not unusual, excluding weekends.
