I have had a bad response from a seller. Thay send my parcel with a courier who refuses to deliver. I contacted Ebay and he asked me to stop the complaint bad idea. Now he refuses to refund any money and keeps telling me every day that it's on the way. Check back tomorrow. Any suggestions what to do about this as I can't open a non delivery with Ebay again

If you have opened and closed a case with ebay for not received then,no, you can not open another one,so best contact your payment provider for help so your card issuer if you paid that way who can look to recover your money.

Never close a casevas it cannot be re-opened. Seller might have sent by a different method, as him how it is being sent.
In any case if not received, just contact payment provider, paypal for example allow 180 days to open a not received case.
