Doesn't need an explanation, ebay are required to obey the law and they only accept a credit card as evidence of age, basically relying on the credit card company as already satisfied themselves about age.
It is simple enough, and far easier than having to produce documents and photographs, which as ebay do not see you would not be very satisfactory.
If you cannot buy ask a friend to buy for you.
