Has he won the item? If so give the buyer 4 full days to pay, as per ebay's rules, and then on day 5 cancel using "Buyer did not pay"
This will give the buyer an unpaid strike, if he gets another within 12 months he will be unable to buy from most sellers.
Add him to your blocked list Blocked Bidders
And fix your preferences to block buyers with 2 or more strikes.

He initiated a cancellation after 2 days saying he has no money and can’t pay!!

@*guinevere* has given you the correct procedure, that is cancel the order after 4 days for non payment this gives that buyer a strike.
If they gain another they will not be able to buy from the majority of sellers for a full 12 months this is far more effective than the leaving of feedback even if this was allowed those selling Buy it Now items would have no time to read it before that buyer bought an item.
Block them of course, too from returning and ruining any more of your sales.

Yes I understand that but he initiated a cancellation after 2 days stating he had no money to pay for the item and that stops me from starting a cancellation?

Buyers can't initiate a cancellation. They can only request it and as you're not a business seller you don't have to agree.
If you have already cancelled the sale yourself, that's the end of it. Pity, as if you had correctly used the unpaid item procedure the buyer would have received a non-payment strike if they didn't pay within four days.
eBay doesn't allow sellers to leave anything except positive feedback and comments for buyers, or none at all. Don't think of trying to leave negative comments on positive feedback; the buyer would be able to report this to eBay for removal, and it's you who would be penalised.
