You do need to start a return case to begin the process of getting a refund.

Use the reason for return 'damaged in transit'.

Then, depending on whether or not the seller used Ebay's Simple Delivery, Ebay will refund you without you needing to return the vase or the seller can refund you without you returning the vase, and they can make a claim against the carrier.

Opening a return case does not mean you will have to send the item back, it just starts the process.

Open a return request

To request a return, select the item you want to send back from your recent purchases above, or use the button below. You can also start a return request from your Purchases in My eBay.

Start a return - opens in new window or tab

Have you opened a case for damaged in transit?

If the item was sent Simple Delivery then ebay should just refund, if not, then the seller can refund through the case without getting the item back.

It was sent via ebay shipping so the seller needs to claim directly through ebay and not an external shipper. Ebay just automatically sends a return label, then reminders, even though the seller has stated they do not want a bag of broken glass back and of course I'd rather not go to the hassle of sending it, but worried if the label isn't "logged" then ebay will just close the returns case,

You should have mentioned that you are in Norway and the seller the US as the return rules are different with US  eBay International Shipping.

EIS issue the refund not the seller after you have returned the item to the EIS centre, reply in your case details that it was an eBay International Shipping service used and they should be sorting the refund of item price and duties paid and that it is not allowed to send broken glass in the mail.

I would also sign in to ebay.com  to contact eBay US and ask on their community boards https://community.ebay.com
