Hi everyone,
I’m hoping to get some clarity from other sellers and eBay staff on how bespoke website services are classified.
I sell custom-built websites and SEO services under the Internet Businesses category. Each order involves manual work: I design and build a brand-new WordPress website from scratch, configure hosting, and hand over login details once the project is complete. Builds typically take several days or even weeks depending on scope.
I do not sell:
Software keys
Codes
Downloads
Templates
Instant digital files
However, during account verification I was advised that I may need “permission to sell websites” under the Electronically Delivered Items policy.
That policy refers to items such as:
Unauthorised software keys
Digital movie codes or files
Instant electronic downloads
My service doesn’t match that definition. Nothing is instantly delivered, nothing is downloadable, and nothing is resold. Each customer receives a unique, original website created specifically for them.
From my understanding, this is closer to a professional service / turnkey business setup, not a digital good.
Has anyone else selling web design, SEO, or similar bespoke services encountered this?

You need to post again on the business seller board. More people can answer.
My view is that this is a service which is not electronically delivered.
Ebay allows the sale of services but is really set up for goods.
