An issue with cancellation and payment

I purchased an item earlier in February. I cancelled it almost immediately. The seller says he was away and didn't see it.  Ebay records that cancellation was refused.  I have been charged on paypal but am not sure if the money has gone to seller - he is not co-operative.  Item had not been sent.  Going around in circles on the ebay site.  Impossible to speak with Ebay.  Suggestions welcome
