How can I alert Ebay to an item which is being listed misleadingy and wrongly by several sellers?
This is:
Stainless Steel Cutlery Drainer Caddy Anneome Hanging Dish Rack Organizers
These are not made from stainless steel, they are chrome plated.

eBay's reporting procedure is mainly for items that contravene eBay's own listing policies, e.g. items that are prohibited from sale here.
It's unlikely that eBay will react to claims that particular items are not as described. eBay knows that some items for sale here will not be as described. The user agreement even warned you that "eBay does not guarantee the existence, quality, safety or legality of items advertised, or the truth or accuracy of descriptions".
Would you buy from a shop that stated this? PLEASE don't expect buying from strangers on eBay to be like the shops. eBay is a jungle.
The important point to understand that if you receive an item that is not as described you can use eBay's money back guarantee to get a full refund. But read the conditions and time limits carefully.

There is a report option on every listing you can use to get ebay to look at it and remove it if eligible

You cannot.
eBay cannot take a message from one member, as they do not see the item in question, they are not able to judge just from photos and descriptions. The report could be coming from a disgruntled buyer or even a competitor, this happens a lot.
eBay work on cases, if buyers are receiving a wrongly described items, they can open a case for item not as described, and if enough cases are opened, eBay act. Either with selling restrictions or even selling bans.
