It is annoying - I bought the item below this week and had to use a credit card.
However, this is the system Ebay has chosen to allow sellers to confirm that the purchaser is over 18 - you can have a bank account from a young age but no credit card until you are 18.
You could possibly ask a family member to purchase the item on your behalf.
