Age restrictions for a letter opener

How do I get the age restriction, because iv done the thing you put the bank details in

For some reason a letter opener is deemed a ' bladed item' and therefore age verification is needed.

The only method eBay accept is a credit card on file,  as anyone of any age may own a debit card.
