This account says opened today.
Without even seeing the suspended account, it is difficult to guess reason, but once suspended you are likely to have this new account closed as well.

I take it that you have checked that the email is authentic, not just a another phishing attempt to trick you into giving away your password? I don't know how eBay notifies users of suspensions, but if genuine I would expect this to be confirmed in your eBay messages.
If eBay has permanently retricted you (usually from selling, unless your account has been closed altogher) there is no appeal. You could contact customer support, but you may find that they won't even discuss it.

As advised, permanent does mean exactly that and there is no appeal.
Probably the worst aspect of this is that you are not given a clear reason why, but Ebay have told other members that they won't discuss the reasons for a permanent suspension in case that information is used to get around the rules.
So, your days as a seller on Ebay are done. Sometimes members are allowed to still buy from the site.
