A seller has under paid the shipping fee for an item I purchased from the US to the UK and now the item has arrived and is being held at my local Royal Mail depot until the £41.19 fee is paid.Who is responsible for this fee.The card that was left at my home address states that the SENDER DID NOT PAY THE FULL POSTAGE.
Can anybody assist as I cannot get past the ebay autobot system to speak to a customer service operator.Thank you

Are you sure this isn't import fees, RM will not deliver item until it is paid.
I can't see how RM will know that USA seller underpaid postage.
Refusing to pay import fee invalidates ebay MBG.

What I would do is this:
Send the seller a message and a photo of the card that was left, requesting that he sends you the money through Paypal or bank transfer.
If he refuses I would open a dispute for Item not Received which you would win because the tracking will show the item wasn't delivered.
Follow the prompts and keep to the timescales within the case, escalate as soon as ebay tells you you can, and the seller would have to refund you.

I personally think you need to speak to the office in Wigan first to ensure the wrong box wasn’t accidentally ticked. Depending on their answer you then need to follow the correct advise by Tobias and Guinevere depending on their answers.

I too think that they've ticked the wrong box and this is likely customs duty/import fees that are due to be paid by you.
What did the item cost?
