Is anyone else having problems buying one of these?
I have tried three times to purchase this item and all have been lost in delivery, before I notified the seller, and a full refund has been made.
So, not lost any money - but also not received the item.
Has anyone actually received this item?

Sounds to me as though seller is out of stock but not removing listing. Cancelling for out of stock would damage the seller’s account, and presumably wants to retain his space in the listings, so never dispatches just refunds.
Only the seller knows what is happening, why not ask him, as we can only guess.

The seller states that they had sent the item, no tracking, and yet they state that the courier has lost the item. They wouldn't know this, unless as you state they do not have the item to sell.

You don't "report" non-deivery on eBay, you open a case under their money back guarantee. But from what you say this hasn't been necessary, as the seller cancelled the sales and refunded?
If so, depending upon the reason the seller gave, they may or may not have been penalised by eBay.
Don't overthink problems on eBay. Three failed purchases is enough, move on and find a more reliable seller.
