If you have any credits from refunds/ final value fees on ebay then you need to contact them and ask them to transfer it too your ebay account
To check your account go to the account tab on your MY ebay page then Summary then Fees
If you mean money you have money for goods you have sold then it will be in paypal and not ebay
You go to your paypal account sign in and there is Withdraw money to the left of the page where you can transfer it too your bank account
