If a seller is selling second hand goods and not vat registered why is the buyer having to pay vat ? If ebay are taking the vat payments from the buyer even though the seller is not vat registered and selling second goods are they paying this money to the appropriate authority ie the countries tax collecter?. I am led to believe that anybody who is not vat registered and selling second items there is no vat payments due.
