I sent an item and it arrived damaged, who is liable? Ebay or the courier and how do I get redress?

If you had, you wouldn't need to ask. The seller is responsible for refunding the buyer. Don't attempt to refund them direct - you wouldn't receive any return of fees, and eBay may penalise you with an account defect for making a seller-initiated cancellation.
You need to ask the buyer to open a case under eBay's money back guarantee, through the resolution centre. You need to respond within three working days and send the buyer a prepaid return label if you want the damaged item back. EBay will then process the refund and the return of your final value fee.
It's up to you to claim whatever compensation is available fro Royal Mail or the courier.
