returning items under 12 month warranty

Hi, I bought outside floodlights 9 months ago and they have stopped working fully. The PIR still works but the LED lights are only giving approx 1% light. 

I have contacted the seller who promised a full refund but a monh has passed and the refund has never materialised. 

I cant raise an issue with Ebay because the transaction seems to be too old. 

Is there a way I can get a refund?

Only through your Warranty, is the Seller a Business?  If so Contact Citizens Advice, they should be able to advise you.

Nothing you can do through Ebay or PayPal.
