this resolution center is a complete joke. they want you to resolve the issue yourself with the seller and it all to be ammicable and for you to be patient and then because you've been too patient they say they can't help. it's obvious i haven't recieved my item and the tracking details tell you i haven't. Absolute joke
If you paid by PayPal and you don't receive the item it's easy to get a refund through eBay if the tracking record confirms that it wasn't delivered.
All you have to do is open a case under eBay's money back guarantee within the 30 day time limit, and escalate it after 8 days if the seller hasn't refunded you. A refund is then guaranteed.
What did you do wrong? It sounds as though you let things drag on and missed one of the time limits. If so, you can't blame eBay for your failure to read the terms and conditions.

It is actually something of a myth that you have to sort it out with the seller. Everything must be done through the resolution centre. Were it not then the seller would get a defect.
If you read the instructions it says something like "open a case which will notify the seller that there is a problem". At that point the 8 day timescale starts and it also notifies eBay.
"Some" sellers may even try to wear you down with promises or delays so that you run out of time to open the case.
Open the case at the earliest possible time. For non-reciept that is one day after the last date for delivery on the summary and - if not refunded prior - escalate the case on day 9.
If you do not open a case - or do not later escalate the case you may well see nothing. Used correctly the resolution centre seems to work most of the time
Edit - he has delayed past the 30 days and the case will have been closed by eBay. As advised go to the transaction in Paypal and open a case "resolve a problem" from there. You must escalate after just 2 days. Again you should win unless the seller can show delivery by tracking.
Sign into PayPal, click on the payment, open an item not received/as described dispute as applicable.
Not getting a refund from eBay isn't where the story ends.

Open not received case and on day 9 escalate it to eBay = full refund.
