if you are out of time to complete an ebay case you will need to provide your email address,
if it is within 30 days of the estimated delivery date, you only need to use the Resolution Centre you don't need to provide your email
I'm not so familiar with PayPal's buyer protection policy as with eBay's money back guarantee. I'm not sure why you would use PayPal rather than eBay.
Anyway, in either case you open a case or file a dispute using eBay or PayPal's procedure. Provide the information that eBay or PayPal will require, and don't get involved in negotiations with the seller. You can do either, but don't file cases with each at the same time or they will be closed!
