refund by echeque, no refund and cant escalate

Hi

 Paid for item by paypal when it came it was not as described so seller accepted item as not described, I returned item under ebay policy printed off return lable returned the item straight away, seller got it and refunded me, its been pending, she has sent me an echeque.

I paid by paypal straight away so why am I getting an echeque. I dont know how people pay by echeques its confusing me as she is buying on ebay as she has had quite alot of good feedbacks for buying, she doesnt pay the sellers by echeques.What is an echeque?

Now echeque should have cleared yesterday, but it hasnt, I have tried to open a case this is what I am getting,

 You are not authorised to perform this action at this time.

So when am I okay to open a case.Echeque should have cleared 6 days time, it passed that time and is still pending, ebay say to contact them on the 14th which is today, which I do and thats what I am getting,,, not authorised. Can anybody explain to me why I cant be authorised. Help please as it quite alot of money that should have been returned.
