I just wanted to thank Ebay and Paypal fpr their help with my dispute with a seller. Their help and intervention, especially, Ebay's efforts, solved the dispute immediately. Thank you.
Perhaps you do not fully understand the system? If something is wrong you have to involve eBay by using the resulotion centre. There is a link below. It is pointless trying to get the seller to resolve something without using resolution.
If a seller were to refund you without using the resolution process - and although I accept it sounds silly - he would be given an account defect. Too many of those and he will be closed down by eBay!
So, when something is wrong, do not waste any time contacting/arguing with the seller. Simply open the case. As long as the seller then responds to the case there is no problem. He will send a label to return and refund you. If so that - in my view - does not deserve a negative; things go wrong ...
Only if the seller does not respond within 8 days do you need to escalate the case. In that case eBay takes over and gives the seller a [well deserved] defect.
You certainly seem to have had a poor experience! In all my days on eBay [since dinosaurs roamed the earth] I have never needed to leave a negative! Not once!
