I received an email from ebay saying my password had been changed, I had not changed my password. I got in touch with customer service and reset a new password can anyone tell me how or why this should happen

Could be a phishing email. Hopefully you did not click on any links. If you did, then change password again, and on all accounts you own..
Keep a close eye on all accounts for the following months, for any untoward transactions.
If you did not request a password change, eBay would not do this for you.
