I'm afraid unless you can prove the buyer received their item then you would lose an item not received case.

If your proof of postage receipt is for a parcel then across the bottom there will be a unique reference introduced by RM a few years ago. Input the code into RM’s track & trace page and it will tell you if the package has been delivered.

If it shows as delivered then ebay will accept the code as proof of delivery in an INR case. You need to add it to the case.

If it hasn’t been delivered then you will have to refund the buyer and make a claim to RM.

You can make an online claim on RM's website or you can get a paper claim form from the post office. Include with your claim a copy of the paypal confirmation of payment email, the ebay listing page, any messages from the buyer confirming non receipt and the proof of postage receipt. Keep copies of all paperwork.

You cannot submit a claim until 10 working days after the package was due to be delivered but you must not make your buyer wait for their refund.

The buyer opens a case and you refund!  Proof of postage is not enough you have to be able to prove delivery.

However if you used Royal Mail then this would be a small parcel and there will be a 16-digit code which you enter when you despatch [or now if you did not do that].  If a case is opened the enter that number in the case

This does not provide tracking but will be scanned at doorstep when delivered.  If it shows as scanned you should win the case.   If not you need to refund quickly; you get 3 days now I believe
