how can i talk to someone from ebay?

I've had an email from e-bay saying they are dealing with my complaint today, but they say if it's not resolved by "2nd of july" contact them again, it's the already 16th of july and it will not allow me to reply to the person dealing with my complaint, so i have to sending new emails each time to someone different.

this is a crazy way of communicating?
