@dasadi3 with respect to your comment you do not "ask for a refund". You have to follow the non-payer case as we have all tried to explain to you.
If you do that then yes you will get your fees back.
But there is no other way I'm afraid.
Open the case and close after 4 days. If you have not been paid twice then two cases! Then - should you wish - you can relist. If you do you need to set preferences for example "UK only" "Paypal account" and "credit card on file" to weed out people who are time wasters or potential scammers.
