In short, yes, they are.
It isn't quite this straightforward. EBay is now collecting 20% VAT on behalf of HMRC for some items sold by sellers in other countries - even if the item concerned is located in the UK.
Buyers who search for items located in the UK often don't even realise that the seller is abroad (usually China), let alone that VAT will be added to the price. This is not stated anywhere in the listing.
It isn't the seller's responsibility, but as eBay obviously know which listings this applies to you would think they could include a notice to alert buyers.

And it started on the 1st January 2021. NOT 1st Decemeber, and it is not for buyers in the UK unless importing from overseas.
Countries in the EU start from 1st July 2021. This was agreed some years ago and is nothing to do with Brexit.
Purchases by Buyers and/or Sellers based/registered outside the UK are now subject to an additional 20% VAT fee.
eBay collects the VAT if either the seller or the item is outside UK for items under £135
