ebay final value fee for postage ?

I am a private seller. I have been selling my grand daughters baby clothes some of which se never got to wear. I note that I have been charged a final value fee for postage on the things that are BNWT. Is this usual I have not noticed it before. Can someone advise please thanks

For the last 3 years all sellers have been charged final value fees on postage for all items sold on eBay
