What do i do if the person who won an item in an auction backs out from the purchase??
Can I offer it to the second highest bidder?? If so how do I find their details??

first you must close off the first transaction and to get your fees back open an unpaid case -
You have been charged a 10% fee, do you like paying fees as if you sell again that wild be another 10%.
Before offering to an underbidder you must close off the first sale to get a refund of the selling fee. That is best done with an Unpaid case. Open aftr TWO days, close after another 4 days THEN you can make a Second Chance Offer. NO FEEDBACK CAN then be left.
Closing off by cancellation is faster but you are likely to not get the fee refunded and the NON PAYER could leave you Negative Feedback.
If you have a non payer you open a non payment dispute at the bottom of the page under Resolution Centre.
You can open one after 2 days and close after another 4 days.
You get your final value fees back the non payer gets a strike and neither of you can leave feedback.
If you dont do this then ebay do not know you did not get paid and you have to pay the fees.
You have 32 days to open a dispute.
When the dispute is over then ebay will relist it for you if you wish.
