I think before 10% was reasonable, but now nearly double, too much.
I'm convinced that many buyers never even thought about the fees they were paying before managed payments came along.
EBay's fees were never just 10%. They were 10% of the total cost, includng postage. And not far short of 15% by the time PayPal's fees were added, not to mention any optional listing features the seller had used.
The reality is that fees have hardly changed at all. It's been obvious for a long time that many sellers haven't realised that for low value, high postage cost items fees can easily swallow up almost the entire price the item itself sold for.

before the change you paid 10% to ebay and 2.9% plus 30p to paypal
now you only pay 12.8% plus 30p to ebay only,
a saving of 0.1%
why do you think it is nearly double?
Oh dear this old chestnut again! EBay did indeed charge 10% previously and Paypal charged 2.9% plus 30p. Now eBay charges 12.8% [+ 30p?] - no Paypal - so that is a tiny, tiny improvement.
Not double at all unless you are adding costly extras
