Why a VAT charge when buying goods from 2 European Union countries : from Spain to Czech Republic

I just bought some items from a Spanish seller to be posted to Czech Republic. When I tried to pay a VAT charge was  added even though both countries are in the European Union. Is this a mistake or some new policy? I bought something from Germany to send to Czech Republic two or three days ago and did not have this problem. Has anyone else had this problem ?

Because you, the buyer, are registered in UK.

Thanks for your answer. I was thinking that was apossibility but previously this year it has not happened when I put a Czech address for sending the goods.
