Why can't sellers leave none paying buyers negative feed back
There has always been the non payment dispute where you do the dispute and the non payer gets a strike on their account
The new non payment function then ebay send reminders to the non payer and if they still do not pay then ebay or you can cancel the transaction to get your fees back.
Neither of you can leave feedback
The non payer gets a strike on their account and two or more they will find it hard to buy off many sellers

No need to chase up non payers anymore !! ... Negative Feedback is not allowed or effective !.
Instead see the eBay Auto opened and actioned > Unpaid/Cancel < case process which can be closed 5 days later to recover the FVF selling fees due and Non payers are given a non payment defect/strike = 'After 5 calendar days, sellers can cancel the transaction using the 'Buyer hasn't paid' reason in Seller Hub'.'
