Hi.i ordered a pair of shoes and I returned it as it was too small. The seller told me I'll received a refund. It's been 4weeks now and he's ignoring my messages. I did open a case with ebay. I didn't reply as the seller was talking to me directly and since eBay close the case on the 21st. I didn't hear anything from the seller. The seller detail is rossharding_17 and I purchased the item on the 21st of August.

Sadly it is a total waste of time [literally] to speak to the seller.
You opened a case and because you were talking to him you did not escalate the case. The case then timed out and eBay closed it.
There is no more that you can do with eBay. If you have proof of delivery you can open a case with Paypal.
Escalate the case after 2 and before 20 days.
If you post anything again please do not show anyone elses ID
