I have a question.

You withhold VAT on your purchase. 

When I receive an item, I have to pay VAT and customs clearance costs again.

It turns out that I have paid double taxes.

I would like to recover from you the amount of VAT.

Latvia is [oddly enough perhaps] in the EU and therefore until 1st January you should not be paying any VAT on your import whereas we do not take off our VAT.  You'd have to take it up with your Government [and good luck with that]
