VAT on second hand goods .

i just sold a second hand spanner to a chap in the USA. EBAY have billed and deducted VAT on the sale.Is this right,i  am just private person selling to likewise. Not in this as a buisness,just as a hobby.Never had VAT charged and deducted before on any sale local or international.Can anybody enlighten me as to what my tax liabilties are regarding ebay sales.

Some american states charge tax on purchases, ebay has to collect it to pay usa authorities,

you get all money as normal.

Thanks for that,was wondering if the IRS or HRMC was going to poke their bugles in.
