VAT In UK.??

Could anyone tell me why I have had to pay VAT on an item that says its location is within the UK??

The item may be located in the UK but if the seller is registered in say China......you are still charged VAT

I did read that but aren't they suppose to say in listing that VAT may be
payable.. it doesn't say anything at all.. well and truly pee'd me off..
