There does not seem to be much information on ebay policy you may be better posting on the Seller central at the top of the page under discussion

Before you do list though you must register as a business

If you make to sell or buy to sell you are a business for ebay and HMRC

I am in the process of registering with eBay as a business and HRMC.  As I have just started. Thanks for your help.

YOu have to register before you start. Private accounts are for people selling their own unused items. A business account is for members who are making to sell or buying to sell. Did you read the link. It is for ebay and HMRC
