If they have never bought from you, how is it that they have your phone number? eBay don't give out that information.
Add their id to your blocked bidder list. Then go to your buyer preferences and tick to block messges from people who are on your blocked bidder list. Stop responding to their messages.
If they persist in phoning you, take a note of their number and contact your local Police on their non-emergency number.
